In an era where sustainability is a global priority, the European Union’s (EU) Packaging and Packaging Waste Regulation (PPWR) is a landmark step toward reducing waste and advancing a circular economy. Replacing the 1994 Packaging and Packaging Waste Directive (PPWD), the PPWR (Regulation (EU) 2025/40) introduces binding, harmonized rules across all 27 EU Member States to address packaging’s environmental impact.
Effective from February 11, 2025, with general application from August 12, 2026, the PPWR sets ambitious targets for recyclability, waste reduction, and producer responsibility. What is the EU PPWR?
The PPWR is a comprehensive and evolving regulation designed to minimize packaging waste, enhance recyclability, and promote sustainable practices across packaging. While core requirements are set, some technical standards and implementation details are still being developed through delegated acts and guidance, with phased compliance starting in 2025. Its key measures include:
- All Packaging Recyclable by 2030: All packaging on the EU market must meet strict Design-for-Recycling criteria (70%+ recyclable by weight, per Annex II, Grades A-C), with full recycling “at scale” by 2035.
- Recycled Content in Plastics: Plastic packaging must include minimum post-consumer recycled (PCR) content, with targets increasing from 2030 to 2040 to reduce virgin material use. Recycled content minimums must be:
- By January 1, 2030: 30% for Contact-sensitive PET packaging (except single-use bottles),10% for Contact-sensitive non-PET packaging, 30% for Single-use plastic beverage bottles, 35% for other plastic packaging
- By January 1, 2040: 50% for Contact-sensitive PET packaging, 25% for Contact-sensitive non-PET packaging, 65% for Single-use plastic beverage bottles
- Packaging Waste Reduction: Targets a 5% reduction in per capita packaging waste by 2030, 10% by 2035, and 15% by 2040 compared to 2018 levels.
- Ban on Certain Single-Use Plastics: By 2030, single-use plastic packaging for items like condiments and shrink-wrap will be banned, with exemptions for on-the-go consumption.
- Substances of Concern: By August 2026, food-contact packaging containing PFAS above thresholds is banned, and REACH-listed Substances of Very High Concern (SVHCs) are restricted.
- Mandatory Reuse Targets: By 2030, 10% of beverage containers must be reusable, with deposit and return systems (DRS) required unless 90% collection rates are met by 2029.
- Extended Producer Responsibility (EPR) Fee Modulation: Producers pay EPR fees based on packaging recyclability and recycled content, incentivizing sustainable design.
